ISO 10015 is an international guidance standard that provides a comprehensive framework for organising competence management and people development within organisations. It aims to help organisations achieve their strategic objectives by ensuring they have the right people with the skills and knowledge needed to perform their roles effectively. The current edition is ISO 10015:2019. It gives guidelines, not requirements, so it is not intended for certification.
What is ISO 10015?
ISO 10015 is a voluntary standard that provides guidelines to help organisations:
- Identify required competences: define the skills, knowledge and behaviours needed to perform roles effectively.
- Assess current competences: evaluate employees’ current competences against those required.
- Plan and deliver development programmes: design tailored training and development programmes to close competence gaps.
- Evaluate the effectiveness of development programmes: assess how effectively development programmes improve employee performance.
Why ISO 10015 matters
- Better employee performance: applying the standard helps ensure employees have the skills and knowledge needed to perform their tasks effectively, improving the organisation’s overall performance.
- Greater job satisfaction: applying the standard creates professional development opportunities for employees, increasing their job satisfaction and commitment to the organisation.
- Stronger competitiveness: applying the standard helps organisations stay competitive by ensuring a skilled and qualified workforce.
- Higher-quality products and services: developing competences improves the quality of the products and services the organisation delivers.
Components of ISO 10015
ISO 10015 includes a number of key components, including:
- Policy: setting a clear policy for competence management and people development.
- Planning: drawing up plans to identify required competences and develop training programmes.
- Implementation: delivering training and development programmes and assessing employee performance.
- Evaluation: evaluating the effectiveness of the competence management system.
- Continual improvement: making ongoing improvements to the competence management system.
Benefits of applying ISO 10015

- Easier market access: companies with a qualified workforce can enter new markets more easily.
Who can apply ISO 10015?
In general, any organisation that wants to improve its employees’ performance and develop their competences can apply ISO 10015. Whether the organisation is large or small, public or private, or provides products or services, ISO 10015 can be a valuable tool for achieving this goal.
